As soon as you get there, you have to open the wooden door to it and also interact with the sign, then you will get the Homestead Details on the right of your screen. Then you have to tap on the yellow Upgrade button on the top.
You will be shown the level of your Homestead and the cost and all the Unlock Build Formula for it. Below there will be another Upgrade button if you have the cost available. That is how you increase the level of your Homestead in the game.
