The Skull Icon next to the Name Tag means that the opposite player has activated the PvP mode. It is further identified by the axes icon in the corner of the screen. If you want to turn on the PvP feature, you will have to click on the Axes Icon. As a sign of activation, the skulls will turn red in color. Usually, they will remain green in color.

You can turn off the PvP feature on your own as well. However, any player who has activated the PvP feature will have certain boosts. As PvP means Player V Player, the opposing player who has toggled on the Skull Icon can harm other players in the lobby.
