Prior to the beginning of this season, all buffs, nerfs, and patches are reconsidered. All Overwatch heroes are rated according to a variety of criteria, including Pick Rate, Win Rate, Role Efficiency & Synergy with peers.

Overwacth Tier S
Best in the game in terms of pick and win rates. They ensure success in any given difficulty and are well worth the hassle.
