Those pieces are called Mysterious Components. You need to collect 6 components in all to craft one Rocket Radar. Now, in order to collect the pieces, you need to defeat Team Go Rocket Grunts. You will get one component upon winning against each one. But, don’t worry, you have to do this only once.

If you’ve collected all the components, you can go ahead and craft one. Once you’ve got your hands on one radar, the item will be available in the item shop and you can purchase it from there whenever you feel the need to.
