You get Evolution skills after you have leveled up a weapon to 5 stars and reached at least one star in another certain component. This is also the case with the Whistling Arrow Evo. You can Evolve it from the Drill Shot. You will also need to acquire the Ammo Thruster and have it at Level 1. The Drill Shot is required to be at Level 5 before you can attain this elusive weapon.
Once you have met both requirements, you will be offered the Whistling Arrow as a skill choice during future skill choices. The Whistling Arrow can take out multiple opponents at once and is great for those looking for weapons with heavy damage. This weapon spirals outwards to take out any opponents in the vicinity for a limited amount of time. It has an Evo Damage of 1512.
