In order to obtain Akuma in the game, you have to participate in the Impending Nightmare event. The event will be active from April 13th onwards. Having said that, the banner for this event is already up and players can view that in the events tab.
It is yet unclear at what point in the event will players be able to get Akuma. But most probably players will have to roll for the character. As rewards in the Impending Nightmare event, you will get Special Summons Tickets.
You can use these tickets to draw special fighters from the Special Summon banner. This banner will be available once players have cleared Stage 2-28.
Akuma is an exclusive fighter and fortunately will feature as a permanent one. It means that even after the event expires, players will have a chance to draw him using the Summon Tickets.
