After completing Litany of Peace, you will have to complete a side quest which is The Minstrel’s Ballad: Nidhogg’s Rage. You have to defeat Nidhogg in order to get a Drop of materials. In that Drop, you can collect a lot of rare materials in the game.
Now there are two ways in which you can get the Dark Lanner Whistle. One is to purchase the whistle from a vendor and the other is to collect it in the Drop after defeating Nidhogg. Quite frankly, the chances of getting the whistle in the Drop are rare. It is wiser to purchase it from a vendor for Horde Totems (x99). Horde Totem is one of the fixed items that you can find in the Drop.
Once you have the Dark Lanner Whistle in your possession, you can summon the Dark Lanner Mount.
