The first thing that you will need to do is clear stages 4-1 in World Exploration. This will help you unlock Time Jumpers in Cookie Run Kingdom (CRK). Now, use any one of these five ways to get your own Time Jumpers:
Balloon Deck
After you clear Episode 8 (Hall of Enlightenment) in World Exploration, you will get the Time Jumpers at the Balloon Dock in (CRK). Remember to click on the Change button before you choose Episode 8.
Now send your highest level Cookies to explore so that you have a great chance of getting super success in the game. This is a highly recommended route to get Time Jumpers in CRK. As a lot of players have found success with it.
Medal Shop
You can also buy your Time Jumpers from the Medal shop in Kingdom Arena. You can buy 5 units at a time and each bundle costs about 250 medals. At one time, you can buy 6 rounds of Time Jumpers before they need to be restocked again. This means that you can get 30 Time Jumpers from the Meal Shop every 3 days. Which is a lot of Medals to use in one go.
Rainbow Shell Gallery
You can also buy these TIme Jumpers in the Rainbow Shell Gallery. You will find it in touc’s trade harbour. These Time Jumpers in Cookie Run Kingdom (CRK) cost 300 rainbow pearls for 3 units at a time. Just like at the Medal Shop, you can buy 6 rounds of these at the Rainbow Shell Gallery. This means that you can get 18 Time Jumpers before they need to be restocked again in 2 days.

You can also get Time Jumpers through Cookie Run Kingdom (CRK) events in the game. There’s always one or another going on. And so, you can find one that gives Time Jumpers as a reward.
