Since he does not know the location where he is, he goes to the 13th Hierarchical City of Kagutsuchi. When he gets there, he realizes that he is a rebel called ‘Grim Reaper’, who owns something called ‘Blue Grimoire’ and a bunch of vigilantes and soldiers of the World Void Informations Control Organization are pursuing him.
