In order to get Combee, you have to travel to Ramanas Island in Obsidian Fieldlands. In that region, you have to look for trees with fruits hanging off the branches. Among such trees, keep an eye on a tree that is shaking.
As soon as you find one, throw a Pokeball at the tree and you will notice Combee fall off the tree. Also, remember that while trying to catch it, throw a fancy Pokeball to increase your chances of capturing it in the first attempt. Additionally, each swarm makes a different kind of honey which means that the Combee caught on Ramanas Island will produce honey of a different kind than that of The Heartwood and Grueling Grove.
