Level Up Your Heroes
This is an easy and popular method to upgrade your heroes in Frozen City. You will have to go to the hero menu and level up your heroes by using Wishing Stars. These items can be earned as a reward for completing tasks in Frozen City. You can also earn Wishing Stars by purchasing the Plain City Deck 1 pack from the Shop. This will cost you real money but you can get 250K Wishing Stars in one go. The amount of Wishing Stars required to upgrade your heroes increases as your level rises.
Promote Your Heroes
You can also promote your heroes to upgrade them in Frozen City. This will require hero fragments and Blazing Stars.
